Notice of Virtual Public Hearing on July 14, 2022 at 12 pm on B24-0726, the “Enhancing Reproductive Health Protections Amendment Act of 2022” and B24-0808, the “Human Rights Sanctuary Amendment Act of 2022”

On Thursday, July 14, 2022, Councilmember Robert C. White Jr., Chair of the Committee on
Government Operations and Facilities, will hold a public hearing on B24-0726, the “Enhancing
Reproductive Health Protections Amendment Act of 2022” and B24-808, the “Human Rights
Sanctuary Amendment Act of 2022”.

The public hearing will take place via the Zoom web conferencing platform at 12:00 PM. Members of the public will be able to view the public roundtable on DC Council Channel 13, www.dccouncil.us, www.entertainment.dc.gov, and https://www.youtube.com/channel/UCPJZbHhKFbnyGeQclJxQk0g/live.
The stated purpose of B24-0726, the “Enhancing Reproductive Health Protections Amendment
Act of 2022” is to amend the Human Rights Act of 1977 to include protections for persons who
assist and support others with self-managed abortions outside the healthcare system.

The stated purpose of B24-0808, the “Human Rights Sanctuary Amendment Act of 2022” is to
amend the Human Rights Act of 1977 to prevent the District from supporting interstate
investigations or proceedings with the potential to infringe upon the exercise of reproductive
freedom and to create a private right of action against parties engaged in conduct that infringes
on reproductive freedom.

The Committee invites the public to testify remotely or to submit written testimony.

Anyone wishing to testify must sign up at: https://docs.google.com/forms/d/e/1FAIpQLSeA5DFJ5bYlIKUfMe_70uVdtXBys7KrO1r5KKXInKO2SuppQ/viewform. or by phone at (202) 741-8593, and provide their name, phone number or e-mail, organizational affiliation, and title (if any) by the close of business on Tuesday, July 12, 2022. Witnesses are encouraged, but not required, to submit their testimony in writing electronically in advance to facilities@dccouncil.us.

Witnesses will participate remotely via Zoom. The Committee will follow-up with witnesses with
additional instructions on how to provide testimony in advance of the proceeding.
All public witnesses will be allowed a maximum of four minutes to testify, while Advisory
Neighborhood Commissioners will be permitted five minutes to testify. At the discretion of the
Chair, the length of time provided for oral testimony may be reduced.

Witnesses who anticipate needing language interpretation, or require sign language
interpretation, are requested to inform the Committee of the need as soon as possible but no later
than five (5) business days before the proceeding. We will make every effort to fulfill timely
requests, however requests received in less than five (5) business days may not be fulfilled and
alternatives may be offered.

The Committee also encourages the public to submit written testimony to be included for the
public record. Copies of written testimony should be submitted by e-mail to
facilities@dccouncil.us. The record for this public hearing will close at the close of business
on Thursday, July 28, 2022.
