The Commission received an email from Gilles Stucker, DMPED’s Director of Strategic Initiatives, on December 9, 2022 providing us with the minimum 30 days formal notice that the Public Surplus Hearing for the Chevy Chase Civic Site has been rescheduled to Thursday, January 12, 2023, that the hearing time will be extended half an hour longer from 6:30 to 8 pm, and that DMPED will keep the record open two weeks longer for a total of 4 weeks until February 9, 2023.

The purpose of the Public Surplus Meeting is to obtain community input on the potential public uses of the Property to inform the Mayor’s determination whether a portion of the real property is no longer required for public purposes. This is the first step among several steps toward a joint DMPED, DC Public Library (DCPL), and DC Parks & Recreation (DPR) Request for Proposal some time in early 2023 to redesign the Reimagined Civic Core into a multi-purpose facility that includes affordable/workforce housing, as expressed in the July 12, 2022 Council approved Chevy Chase Small Area Plan (see pp. 28-31).

Below is a copy/paste of the contents of the email dated December 9, 2022, that was sent to Chair Gore with a Cc: to the six other commissioners, Mayor Bowser, Deputy Mayor John Falcicchio, Council Chair Mendelson, and Councilmember Lewis George, Councilmember Mary Cheh, and Councilmember-elect Matt Frumin:

Good afternoon Chair Gore,

The Public Surplus Hearing for the Chevy Chase Civic Site has been rescheduled to Thursday, January 12, 2023. Based upon public comment from the last ANC meeting we extended the time of the hearing to 6:30 – 8:00 pm and also will keep the record open for 4 weeks (extended from 2 weeks) until February 9, 2023.

Chevy Chase Civic Site – Public Surplus Hearing (revised date)

Dear Commissioners of ANC 3/4G,

Pursuant to D.C. Official Code § 10-801, the Office of the Deputy Mayor for Planning and Economic Development will conduct a public surplus hearing regarding the Chevy Chase Civic Site, located at 5601 and 5625 Connecticut Avenue NW (Square 1866, Lot 0823) (the “Property”) to obtain community input on the potential public uses of the Property to inform the Mayor’s determination whether a portion of the real property is no longer required for public purposes. Future redevelopment proposals for the Property must incorporate a new Chevy Chase Neighborhood Library and a new Chevy Chase Community Center. A summary of received comments and suggestions will be submitted to the Council of the District of Columbia pursuant to D.C. Official Code § 10-801(a-1)(2)(C).

The Property is comprised of an approximately 73,390 square foot lot improved with the Chevy Chase Neighborhood Library and the Chevy Chase Community Center. The Property is located in Ward 3 and ANC3/4G SMD5, and is bounded by Northampton Street, NW to the North, Mckinley Street, NW to the South, and Connecticut Avenue, NW to the West.

The public hearing will be held in-person at the date, time, and location listed below. In consideration of the health, safety, and welfare of the residents of the District of Columbia, the public hearing will include an online option for those members of the public who wish to attend virtually.
