The ANC received a memo that Jim Feldman, Greg Schmidt, and land-use lawyer Eric Rome provided on their analysis of the no-apartment restrictions on the Community Center-Library site and on other parcels along Connecticut Avenue, and possible courses of action. This document is responsive to Councilmember Matthew Frumin’s request for an assessment of the restrictions and grows out of conversations at Zoning, Design, and Development (ZDD) meetings. The document should be viewed as the work product of the authors and not a recommendation of the ZDD or a position of the ANC.
